By a vote of 64-31, the Senate dumped a proposal by Arlen Specter, R.-Pa., that would have required President Clinton to get Congress's O.K. before invading Haiti -- just two days after all 100 Senators backed an opposite resolution. Even many invasion opponents concede that tying the Chief Executive's hands is unconstitutional.
