Meanwhile, Defense Secretary William Perry, just back from a weekend inspection of U.S. aid efforts in Rwanda, said that only 3,000 U.S. troops are needed there, not 4,000 as he had thought. Perry also said this weekend that the U.S. would support a planned 5,000-member U.N. peacekeeping force in Rwanda, but that American troops would not participate.
