KIDDIE CRIME TURNS UGLY

Work apparently isn't the only thing making people mean. The Justice Department said the number of cases handled by the nation's juvenile court system went up more than 25 percent from 1988 through 1992 - - including an 86 percent jump in violent crimes such as murders, rapes and robberies.
