Microsoft Corp. said the software behemoth won't have its much-awaited new version of Windows 4.0 available until 1995. The upgrade, code-named Chicago, had been expected first this spring, then this fall, then sometime before the year's end. Competitors are reportedly planning to jump into the breach to push their own computer operating systems -- especially IBM, which has revamped its OS-2 software to better fit mass-market PCs.
