RWANDA . . . AID FOR THE EXODUS

The European Union said it will send $185 million in emergency aid to feed the millions of refugees who streamed into Zaire from Rwanda, on top of $31 million the U.S. pledged Monday. If 2 million more people cross the border as expected, a full third of Rwandans -- mostly Hutu who lost the civil war -- could starve in cramped border towns. "Zaire is the worst possible place for these people to set up," says TIME Nairobi bureau chief Andrew Purvis, who calls the scale of Rwandan flight "biblical." "There's no truly viable authority there, so the [Zairians] are just stripping the refugees of everything they have."
