'Decency' Dilemma for Justices

Supreme Court Justices today scratched their heads over the concept of "decency" as they considered a lower courts favorable ruling in the case of Karen Finley. The controversial performance artist had challenged a 1990 congressional stipulation that the National Endowment for the Arts consider general standards of decency when awarding grants. Even if the Court manages to unravel this one, the issue may still prove to be academic: House Republicans remain set on killing the agency at the earliest opportunity.
