Over the last decade, the number of cocaine users in the U.S. has dropped more than 20 percent -- to 7 million -- but overall consumption levels have stayed the same, according to a new study. The reason: hard-core addicts are consuming far more of the drug than ever before. The study also claims that treatment of addiction is seven times more cost-effective in curbing use than police enforcement.
