ANOTHER NUKE EXPLODES IN CHINA

China set off an underground nuclear explosion today, as expected, mocking the U.S. resolve to prevent such testing. This is a repeat: China ignored the American call for banning nuclear experiments with an explosion last October. Clinton responded then by threatening to resume tests by the U.S. but didn't follow through. Now he appears only to be pressing for a more enforceable moratorium.
