HUNDREDS OF GAY AND LESBIAN COUPLES; by San Francisco city officials; after Mayor Gavin Newsom asked the county clerk's office to begin issuing marriage licenses to same-sex couples, in defiance of a California law barring homosexual nuptials; in San Francisco. Among the couples pronounced "spouses for life" were PHYLLIS LYON, 79, and DEL MARTIN, 83, who founded the nation's first lesbian organization 49 years ago. Opponents of the licenses are seeking a restraining order to prevent the city from granting more.
