To hear Slobodan Milosevic tell it, his surrender to NATO was the happy ending to a fairy tale. Appearing before his bombed-out, beleaguered nation on TV last Thursday, he said, "The aggression ended. Peace prevailed. Dear citizens, happy peace to us all!"
