In another delicately choreographed move toward an ultimate decision on joining the euro, British Prime Minister Tony Blair said that his government, if re-elected, would decide within two years whether to hold a referendum on the single currency. Blair has long said that "early" in the next parliamentary session the government would conduct an assessment of whether its economic tests for joining the euro had been met.
