FRED TUTTLE Last summer Tuttle, 79, surprised Vermont when his semi-spoof run for the G.O.P. senatorial nomination resulted in a win. But it was truly an upset victory: Tuttle's wife Dottie had refused to vote for him and hoped aloud that Vermonters wouldn't send the retired Tunbridge dairy farmer to Washington.
