Is a gun-carrying nation a safer nation? Fearful of being victimized by indiscriminate violence, many Americans are gnawed by a dilemma: Should I or shouldn't I carry a gun? The question is a real one for a growing number of Americans because the tally of states with "right to carry" laws has gone from eight to 31 since 1985. These states will issue a concealed-weapon permit to any citizen without a criminal record who wants one--no questions asked.
