IN THE NEW SOUTH AFRICA, DOUBTS REmain about the degree to which the white minority has truly been rooted out of power. Last week there was more evidence that it has been, as former Defense Minister Magnus Malan and 19 other former military leaders and security officials stood in a Durban courtroom, where they were charged with murder. The indictment did not claim that all the men were present on the night in 1987 when 13 people, including seven children, were shot to death in a Zulu village. But it accuses them of "planning, training, authorizing and funding" the secret squad...
