Newt Gingrich, once the naughtiest kid in town, now chief grownup of the House, is finding out what elders are always discovering about the generation behind them: kids just won't listen. When the Republicans flooded Congress a few weeks ago, nearly a third of their House majority was supplied by 73 freshmen.
