For the first time in 40 years, Republicans took control of both chambers of Congress. Pledging to strive for bipartisan cooperation, Newt Gingrich took up the Speaker's gavel and, as promised, immediately plunged the House into a marathon session devoted to enacting sweeping rule changes.
