BOSNIAN ARMS EMBARGO: Lingering doubts about the fairness of the U.N.-sponsored -- and U.S.-supported -- arms embargo in the Balkan war prompted the fourth Senate proposal since May to lift the ban on shipments of weapons to the beleaguered Bosnians.
