MANY RELIGIOUS PEOPLE WOULD CONSIDER IT HERESY TO THINK GOD WOULD PUNISH INNOCENT PEOPLE FOR THE ACTIONS OF OTHERS. SOME, HOWEVER, SEEM TO BELIEVE THE MIDWEST'S FLOODS REPRESENT DIVINE RETRIBUTION:
