A number of his legislative initiatives made some progress through Congress, and he finally named his candidate for the Supreme Court seat being vacated by Byron White. A quick Senate confirmation was expected for Ruth Bader Ginsburg, a judge on the federal appeals court in Washington and a pioneering feminist lawyer.
