AS IF ITS UNPRECEDENTED COMMITMENTS IN BOSNIA, Somalia and Cambodia weren't enough, the United Nations has now authorized the creation of a 7,500-strong peacekeeping force for Mozambique. The intent is to stabilize the African country by supervising an agreement to end 14 years of civil war, disarming rival factions and organizing an election.
