No wonder U.N. Inspectors are under fire for reporting that Saddam's nuclear program never got out of the starting blocks. Documents they recovered show that Iraq bought enough material to build 10,000 centrifuges, which are needed for a key step in enriching uranium. Says an insider: "They're scared to death there's some hidden installation, maybe underground. There are no grounds for giving Iraq a clean bill of health."
