For 17 months, Saddam Hussein has pounded the rebellious Shi'ite Moslems of southern Iraq. But last week President Bush made good on his promise to keep Baghdad from bombing the rebels, declaring that any Iraqi fighter crossing south of the 32nd parallel would be shot down. As of week's end allied pilots reported no Iraqi aircraft in the "no-fly zone." Saddam's only comment: "We will choose the appropriate method and timing to confront this unjust, hostile decision."
