An Elvis-type problem it wasn't. With President Kurt Waldheim leaving office, nobody suggested that Austrians vote between the young Waldheim (as Nazi officer) and the old, discredited one. Bureaucrats chose the current Waldheim, though some would have preferred no stamp at all.
