Commerce Secretary Robert Mosbacher is emerging as the most likely choice to chair Bush's re-election campaign in 1992. A proficient fund raiser, Mosbacher wants the job and ranks as a longtime Bush crony. But his talents run more toward glad-handing than mapping strategy or managing a far-flung staff.
