Imagine ocean waves engulfing the topmost girders of the Eiffel Tower. Imagine Buckingham Palace under water, and St. Peter's too. Well, that is just a joke, a metaphor, but it is what one travel agent thinks of when she looks ahead to the travel season this spring and summer. "Europe is going to sink into the ocean under the sheer weight of American tourists," says Jane Levin of Boston's Garber Travel Agency.
