Wilbur Cohen, 73, scrappy, reform-minded New Deal Democrat who helped draft the Social Security Act (1935) and Medicare (1965), served as Secretary of Health, Education and Welfare (1968-69) under Lyndon Johnson, and later became a public affairs professor at the University of Texas; of a heart attack; in Seoul, while attending a conference on aging.
