For the major figures involved in the Middle East peace effort, there was no apparent fuel shortage last weekat least for jets. First, Foreign Ministers Ismail Fahmy of Egypt and Omar Saqqaf of Saudi Arabia flew to Washington to confer with Secretary of State Henry Kissinger. Four days later, Kissinger dropped in on Mexico City for a conference of Latin American foreign ministers, where he called for "a new era of interdependence" in the hemisphere. At week's end Kissinger was to return to Washington for a day or so before flying once again to the Middle East for another...
