Like some metaphysical lottery, with hazards of sudden political death or prizes of resurrection, the American primary system ramshackled through Wisconsin last week to the end of its first phase—and a pause before the next series, starting April 25, in such crucial industrial states as Pennsylvania, Ohio and Michigan.
