The atoll in the Indian Ocean known as Diego Garcia, as the London Observer has noted, is "one of those ink specks of the British Empire which were acquired in a fit of absence of mind during the Napoleonic Wars and have rarely been heard of since." More will be heard of it in the future. In 1971 the U.S. will begin to build a joint British-American air and radio communications center on the tiny island.
