Not since 1936, Pollster George Gallup reported last week, have Democratic chances of capturing overwhelming control of Congress been so bright as they are now. Gallup's report on the nationwide preferences for the November elections:
Pro-Democratic: 58%, v. 55% in February.
Pro-Republican: 42%, v. 45% in February.
Even outside the solid Democratic South, said he, the Democratic bulge adds up to 56%.
Pollster Gallup had one note of caution. Early in 1946 Democrats held a 55% edge in the same area of nationwide congressional preference, but toward midsummer, resentment against a rash of crippling strikes by labor unions turned the tide. That November, Republicans captured...
