Russia's new line-up of power, announced with surprising speed after Stalin's death, shows how the party dominates the state in Soviet Russia. The Big Five (outlined in red) of the new Presidium of the Council of Ministers (a sort of policymaking inner cabinet of the government) are all members of the ruling echelon of the Communist Party, the Presidium of the Central Committee. Malenkov, the new Chairman of the Council of Ministers (i.e., Premier), is listed first in the party hierarchy, with the other members appearing in the order given in the official communiqué.
