MEXICO: Winter Siesta

Because Mexico's 55,000 federal employees were going on their ten-day winter vacation, buses out of Mexico City last week were as crowded as the Coney Island subway on a summer Sunday night. Some were headed for the beaches at Acapulco and Vera Cruz, some for such quiet mountain resorts as Cuautla. Still others were headed for their home towns.

For the holidays, the government itself had all but shut up shop. Businessmen who needed any of the multifarious official documents that are part of doing business in Mexico complained bitterly, pointed out that the government closes down also for ten days...
