Minister of Agriculture under President de la Huerta in 1920, he fought the revolutionists, became a revolutionist himself under the Obregon regime, fled to the U.S. in 1924, two years later was convicted of plotting a revolution against President Calles, last year was made national railways chief by President Avila Camacho.
