May 1 is Labor Day even in Japan.
The Tokyo police announced that Labor demonstrations would not be
permitted this year "because it will interfere with the traffic."
Laborites were annoyed. They instituted negotiations with the police
with a view to getting the ban removed, but if they are unsuccessful
they will, according to one laborite, "do it anyway."
