The Border, bitter battlegrounds of national elections, got its first smell of this year's political powder last week. Congressional primaries were held in Tennessee, Kentucky, Missouri. Wiseacres tried to foretell the number of Smith and Hoover votes the three states contain by comparing, this way and that, the democratic and republican votes cast. But only one thing of immediate significance occurred.
