When the officials of Newburyport, Mass., stopped a village roughneck named Andrew Joseph ("Bossy") Gillis from running a gasoline station in a restricted quarter of the town, he opened his mouth, campaigned for Mayor of Newburyport, got elected (TIME, Jan. 16).
