"I've spent almost half my life working for Jimmy Carter, "says Hamilton Jordan, 35, the President's idea man and Chief of Staff. His off-hours behavior drew such heavy criticism that Jordan decided a year ago to drop out of public view. Now he will re-emerge from the White House to work on Carter's reelection.
