A CRUCIAL event in the sequence of U.S. withdrawal from Viet Nam will take place later this year: the South Vietnamese presidential elections in October. How these elections are conducted, 13 months before the U.S. chooses its own President, will tell a great deal about the extent to which democratic institutions have begun to take root in South Viet Nam.
