Pot smokers have good reason to be high on Ann Arbor, Mich. Last May the city council, led by two radical council members from the Human Rights Party, eased its already liberal marijuana law so that use or sale between friends would be punishable by a $5 fine. Offenders were issued a ticket payable in court, and even repeaters got off at $5 a head.
