For many a businessman, the steel dispute brought into focus the sad record of WSB to date. It is composed of 18 men—six representing labor, six industry, and six "the public." The six "public" members, who hold the balance of power, are mostly professional arbiters and theoretically impartial. In practice, their major decisions have been almost all prolabor. Examples:
