At the polls last November, New Yorkers voted to legalize pari-mutuel betting at the State's race tracks. Last week, after months of haggling, the Senate Finance Committee reported out a bill for the operation of pari-mutuels in New York.
Major ingredients:
> A four-man Racing Commission (two Democrats, two Republicans).
> A 10% take from the pari-mutuel gross: 5% for the State, 5% for track owners.
> Minimum race-track admission charge of $1.50.
