Tall, silver-maned James F. O'Connor of Livingston, Mont, is a great spender, a great friend of the farmer, a man who cares not a fig for a balanced budget. He is also an isolationist, fought the Neutrality Bill which was intended to benefit the British and French. One day last week Congressman O'Connor delivered himself of a long speech favoring big WPA appropriations, increased farm benefits.
