Last spring in Utrecht, Holland a constitution was drawn up for a projected World Council of Churches (TIME, May 23). Last week in Manhattan the U.S. backers of this movement met, learned that two U.S. churches, the Presbyterian and the Congregational-Christian, had voted to join the Council.
