On the north they suffered a supreme humiliation. Governor General Chang Hsueh-Liang of Manchuria Province capitulated through his emissaries at Nikolsk-Ussiriisk, Siberia, to the emissaries of Soviet Commissar for Foreign Affairs Maximovich Litvinov.
