Foreign News: Stifling Atmosphere

A straw vote privately held, last week, among members of the Secretariat of the League of Nations was reported to show an 85% concurrence with the much mooted project of moving the seat of the League to a larger metropolis. Vienna has loomed as the most likely choice, and Chancellor Ignaz Seipel has welcomed the scheme in a statement that he is "not opposed" (TIME, Feb. 27). Last week several League straw voters were reported to have complained that "the atmosphere of a small town [Geneva] is stifling" and that Swiss society at Geneva has not appreciably bestirred itself to welcome...
