Careless cops are losing cases
A policeman collars a mugger on a busy downtown street, but in his haste to make the arrest he forgets to take the names of any witnesses. A burglar is nabbed just as he is leaving the scene of the crime, but while the case against him seems powerful, his loot somehow gets lost in the labyrinth of police headquarters, and he must be set free.
