The Federal Trade Commission last week warned that some manufacturers of Christmas cards are cheating buyers by putting fictitiously high price tags on their boxes of cards. The practice allows retailers to strike out the manufacturer's price and write in a phony "lower" price, creating the illusion of a bargain. Season's greetings.
