Out of the business upturn last week came the first signs of a turn-around in the Kennedy Administration's economic policies. To give the economy a quick boost, the Administration had considered throwing its support behind a bill sponsored by Pennsylvania's Democratic Senator Joseph Clark to provide state and local governments with $500 million in federal grants for such projects as repairing roads and sewers, building schools and libraries.
