A total of 16,000 youngsters were still locked out of schools last week while the Governors of two states pondered their next moves:

Lindsay Almond Jr. angrily denounced the Supreme Court opinion but also decided "to defer for the present" a plan to reopen only those classes to which Negroes have not been admitted by court order.
