¶ To be Assistant Secretary of Defense for Legislative Affairs, Nebraska's smooth, smart Frederick Andrew Seaton, 43, a practiced political hand who was Alf Landon's secretary during the 1936 presidential campaign, Harold Stassen's preconvention manager in 1948, and one of the top men in the Eisenhower movement last year.
